National Cheng Kung University Regulations for Application and Review for Performative Events in Art Center

I. Policy:

This policy is to promote the cultural and artistic atmosphere, furthermore, to cultivate the vision of humanities and arts on campus and communities, continue to invigorate the development of art and cultural environment on campus, and boost the aesthetic education. The Art Center(hereinafter referred to as the "Center") of National Cheng Kung University ("NCKU") hereby enacts these regulations.

 

II. Qualifications

1. Any person who holds any of the following qualifications is allowed to file the application:

(1) Used to play a leading role in any public show domestically or overseas (in the case of an individual, please also attach a photocopy of ID card);

(2) Any performing arts group, show agency or management company or foundation which completes the registration of accreditation with any government entity or WTO and is held qualified for organizing performative events (the administrative procedure for applying for the permission of work in Taiwan shall be completed by the individual or group applicant independently);

(3) Any artistic and cultural group of schools at all levels and cultural organization which completes the registration of accreditation with any government entity;

2. Any competition, religious ritual or propagation, graduation ceremony and presentation of results which are held for specific groups will not be accepted or considered.

 

III. Types: Performative events including music, dance, drama and folk arts, etc.

 

IV. Application:

1. Routine solicitation:

(1) The shows in the applications may be started from September 15 to October 15 of each year, will be performed from January to December of next year after being approved.

(2) The shows in the applications may be started from March 15 to April 15 of each year, will be performed from September to December of the same year after being approved.

2.  Additional solicitation:

If necessary, the Center may engage in the additional solicitation from time to time. The relevant schedule will be published separately.

 

V. Application rules:

VI. Review:

1. The applicant who meets any of the following circumstances will be excluded from the secondary review:

(1) Used to perform any show in NCKU within two years with poor results or other causes, or in breach of the Center’s requirements;

(2) Failure to file the application within the prescribed time limit, provide incomplete information, or be held disqualified;

(3) Where the same group hopes to engage in different performative events, it shall be organized each of the events for no more than two rounds per year.

 

2. Secondary review:

(1)  Appoint on-campus scholars and experts to hold the review meeting, and authorize the approval and limit of subsidy subject to the review results.

(2)  The review council shall consist of 5 to 9 review members from the Center. The Director of the Center shall serve as the ex officio convener and Chief of Visual and Performance Art Division as the ex officio vice convener.

(3) The review members may consider the substantive review on the contents and characteristics of the show, social education function, and budget, and suggest the venue for the show, if necessary.

 

VII. Key points of review:

Used to receive subsidies from the Center and achieved excellent results, complete and feasible plan, artistic excellence of the plan, a professional team good at executing projects, and reasonable preparation of the budget, et al.

 

VIII. Review result and limit of subsidy:

The review result will be posted on the Center’s official website upon authorization and notified to the applicants who pass the review.

 

IX. Obligation and right:

1. The applicant shall acquire the license to the contents of performance pursuant to laws and agree to grant the Center the license of reproduction or relocation required by file saving or printing publications for the results. The dispute over copyright, if any, shall be settled by the performing group or individual independently.

2. The applicant who passes the review shall print the words “Host, Co-sponsors or Co-organizer by the Art Center of NCKU” on its related documents and promotional prints, and shall submit the related information, receipts including the performative event record to the Center within 30 days at the end of the event for verification and allocation of the budget.

3. For the project upon the review approved by the Center, it is necessary for the applicant to sign the letter of the memorandum with the Center within 30 working days at most from accepting the approved notice. Where the subsidy is more than NT$100,000, the applicant shall complete the tender solicitation subject to NCKU’s calendar to complete the negotiation for agreement. The performing individual or group shall execute the contents of the plan as agreed. Where the plan is changed or it is impossible to perform the terms and conditions for the subsidy with causes, the person or group shall report to the Center in writing and the Center reserves the right to revoke the show. The regulation about subsidy shall be applied as mentioned above where the plan is amended.

4. The subsidy granted herein may be adjusted subject to the Center’s preparation of the budget and respond to actions of natural calamities or any other special needs.

 

X. Supplementary Provision:

1. Participation in the event shall be considered to accept the agreement to the various requirements herein.

2. Any matters not covered herein shall be entered into a compact by the Center and performing unit through negotiation.

 

XI. These Regulations shall be effective from the date of publication.

The authorized subsidies shall be allocated based on the review members’ rating and proportion of the budget

Co-Host

Approved upon review, there is no subsidy by the Center. However the Center is responsible for leasing the venue on campus.

The Center will pay for the rent of the venue on campus representing for the applicant.

1. Help with the on-campus  and off-campus promotional activities.

2. Provide the sound system and facilities existing at the venue; the additional equipment, if any, shall be borne by the performing group.

Co-organizer

Approved upon review, there is no subsidy by the Center.

The on-campus lease fee of the venue and facilities is borne by the performing group and with the preferential discount.

The Center will negotiates the on-campus venue lease  representing for the performing group, but the rent for the venue is borne by the group independently.
